March has brought its characteristic unpredictability to Minnesota, with both record-high temperatures and blizzard conditions. Despite the fluctuating weather, classes and meetings continued without disruption.
Earlier this month, the BEA School Board reviewed the results of the Facilities Survey, which was distributed to district households in February. While participation declined compared to the previous survey in September 2023, nearly 25% of respondents provided feedback, offering valuable insights.
The survey aimed to better understand why the recent bond referendum did not pass, helping the board determine next steps. Key findings included:
Primary reasons for voting "no": Cost concerns and economic uncertainty.
Consensus on facility needs: Nearly all respondents agreed that a plan is necessary.
Preferred approach: Most respondents support revising the plan and proposing another bond.
Investment preferences: More respondents favored building a new PreK-6 school over renovating the existing PreK-7, but few supported the funding required for new construction.
Based on these results, the district will conduct a Comprehensive Facility Condition Assessment (FCA) for both the PreK-7 building and the high school. While an FCA was initially considered in 2023, facility conditions have since deteriorated, necessitating updated data before determining the next bond proposal.
Recent facility issues highlight the urgency of long-term planning. In the past six weeks alone, two major plumbing failures have caused significant water damage. In early February, a rusted pipe in the PreK-7 building's main water line burst, leaking water near critical electrical panels. Quick action by our facilities team prevented school closures. Just last week, another corroded pipe ruptured, damaging a hallway ceiling. A temporary hose connection has restored water flow for now, but the aging infrastructure is a growing concern.
